How many people would you estimate would need to be involved to swing at least 6 states?

If you had several thousand paid operatives collecting and delivering something between 100 and 1000 ballots each it could make a serious difference in a major election where the outcome was close. A system like that could easily deliver upwards of a million votes in a statewide election. Most of the operatives wouldn't even know they were breaking some law or committing fraud if ballot harvesting and drop boxes were legal. It doesn't take anywhere near that many people to set the system up to begin with. Those few have plenty of time to register the homeless, mentally incompetent in places like nursing homes, or go through voter rolls that can't be purged to find those that won't know their ballot is being stolen and used. That last is made possible with computers and databases that can do the work quickly and efficiently.
The street operatives would be no different from petition collectors really. They get paid by the ballot they drop off at a drop box and the like.

There's no control on mail-in ballots between their being mailed out and received back. In states where the above two are legal and used, a harvester can handle hundreds of ballots and 'deliver' them to a drop box.
Only a relative handful of full-time fraudsters need be working to set up who will get the ballots and where when they are mailed out. Clearly say 100 ballots mailed to a nursing home would not raise eyebrows in the least even as those ballots are all collected by a single operative paid to do so and turn them over to the fraud ring. As far as they'd know it's just legal ballot harvesting.

No, I'm not. The number in a state to set this up would number in the dozens at most, possibly less. They have all the time they need to do that and can arrange things all year long every year. The harvesters and drop persons amount to seasonal workers like ACORN used for registering voters. That fraudulent scheme went on for years before being exposed. Yes, you'd need hundreds of temps to collect and drop off the ballots but as I said, they need not be privy to the larger scheme. They could think they were just collecting ballots as allowed by law.
