He cannot legally block it. During the shutdown he had that ability. They're now saying that the data is incomplete, but sooner or later it will come out.

The Fed should take the position that without any Q3 data to go on, there will be no December rate cut.
 
Was it cancel or was it due to a closure pause in the report? People making the report are not "necessary" employees during shutdowns.
