The woman was unable to properly handle an indictment. This is not the Judge's fault. You are blinded into idiocy. The Grand Jury actually never saw the indictment she presented to the Judge, stupid. Halligan was also never properly confirmed by the Congress. She did not have the power to sign an indictment, this is very basic stuff.
