Incorrect. The Golden Rule, as stated in the non-heretical version of the Bible is "Therefore all things whatsoever ye would that men should do to you, do ye even so to them: for this is the law and the prophets."

The correct understanding is that one should treat all others well, not only those who treat him well, and that this is the law, not that this is somehow the only law or a summary of all laws.

It's still a good law, though, and you really should get the wording straight so you don't encounter any additional pitfalls.

Like many things in the Bible, it doesn't make sense. The all-powerful God of the universe has an indefinite number of options at his disposal, but he chooses to kill children who aren't even involved in the situation.
