The facts are that Hong Kong had nightly public demonstrations against Beijing, and even Emperor Xi himself for about 18 month, With the protests moving into outright defiance of the Communists. Of course Hong Kong had guarantees of self-governance, but the Emperor doesn't make himself bound to silly things like laws and treaties.
Xi could once again unleash the tanks to literally crush the protesters as he did at Tiananmen Square. But world was watching, and Donald Trump isn't the cowed lackey that Bush the Eviler was. But the rulers couldn't allow continued defiance. Luckily Anthony Fauci and the lads up at the Wuhan Bio-weapons lab had put together a nifty little virus that was insanely transmittable, yet not terribly lethal. Perfect for clearing crowds.
In fact it took mere weeks once released to utterly clear the protesters from the streets with no international repercussions. People were in deathly fear of the bioweapon and sequestered themselves for fear of catching the manmade virus.

The third, and most likely option, if you aren't a conspiracy theorists, is that the virus accidentally escaped the lab, just as other viruses have in the past. For example, in 2007, a BSL 4 lab in England accidentally let foot-in-mouth disease escape. It was a huge deal because in 2001, 6 million animals had to be killed for the same virus. I didn't say there wasn't Covid on cruise ships. YOU said Covid was shipped here, apparently on cruise ships. It wasn't. The first case was in Washington in January of 2020 and it was a person who had visited Wuhan.
