No, it wasn't. While possibly not provable at some high legal standard, it's obvious Garcia was smuggling other illegals and got caught at least once in the process, possibly more times than that.

He should be deported, criminal case or not, and deported to El Salvador. That's where he's from and there is ZERO reason not to deport him there. It isn't the Trump administration that's incompetent here, it's goddamned useless federal judges acting on their own.
