What @countryboy is arguing is that the US has an old and historical grievance against Cube, and thus this is the finishing of an old war and not a 'new war'.
By that logic what he is saying is that Trump on the campaign trail when saying 'Kamila will get the US into wars and i, Trump will not' actually meant, 'I Trump will go around the world and restart and finish all the historical unfinished wars (Venezuela, Cuba, Iran, etc), and Kamila will not do that. She will not fight those wars. So as the anti-War candidate, vote for me Trump'.
