They can't cheat if it isn't close. That means a Republican in California today needs about a 15-point lead, minimum, on election day to stand a chance of winning after all the cheating is done.
Schwarzenegger was elected at a time when California didn't have voting seasons, ballot harvesting, all-mail-in ballot elections, and all the mechanisms that the Democrats have today to cheat without getting caught in elections.
One word: Evidence.
