Here in Phoenix, most more recently built public schools look like prisons.
That is, windowless buildings (or close to it), a security fence surrounding the property, grills and gates that lock over all areas of entry between buildings, a fenced off, separate area for the playground equipment, etc. A little razor wire and some guard towers and it'd be perfect!

I've seen a few public schools where students are required to wear a uniform (prison garb). They get in trouble for alterations that make them stand out as an individual.

If public schools and public education were doing a good job people wouldn't be leaving for alternatives even if those alternatives were free to them. There's no incentive to switch. On the other hand, if public, government run, schools are doing a shit job of education there is every reason for parents to want out of that situation and given the opportunity they're taking it.

The only people who see this as a bad thing are teachers unions and government workers at public schools. Their bad policies and quality of outcome resulted in people going elsewhere once there was no monopoly held by the public schools. Even the better teachers figured it out and are fleeing the unions for jobs at privately run schools.
