By that do you mean these buildings can't physically be updated? Or that the desire to preserve the architectural history can prevent the buildings from being updated?
ya both.

There is a good argument that the US post WW2 surged to lead the world as they did not have the same "historical" constraints on making key improvements to infrastructure, etc that Europe did due to 'history and tradition considerations' along with 'disruption of establishment', because the US had no history and tradition nor real establishment. So if you wanted to implement something to improve the country, you did.

Now the US (West) is more in that Europe position while China is acting like the country with no history and tradition and simply doing whatever is necessary to improve the infrastructure and strengthen the country for the future competitions market.
 
Here is the problem.....there is massive weather modification going on without our consent.....there is no way for us to know how much these incidences are being caused by our abusers.
 
Weather problems and energy problems and food problems might all be caused with the purpose of convincing you to do what you are told going forwards.

Scientists say that even without El Niño, climate change is the driving force of extreme heat. “There’s a sad inevitability to all of this, with scientists like me trotting out the same quotes year after year,” said Friederike Otto, a climate science professor at Imperial College London. “Yes it’s climate change, yes it’s us, no it’s not El Niño.”

This happened just a few years ago, and nothing came of it, just like nothing will come of any heat wave that comes and goes.

Why is air conditioning rare there? Because Europeans are idiots, of course!

Yep, in humidity under about 40% and temps lower than 110, they'll freeze you out. My shop one makes the garage tolerable, but it doesn't have the capacity and with a garage door open, to keep it below about 85 degrees.

85 in low humidity is quite tolerable.
 
Admittedly I haven't followed this closely but the article is saying Europe hasn't prepared its infrastructure for the heat.

Thoughts or ideas on what they should, or will, do?

Install more air conditioning, build new electricity generating plants to feed the increased demand, build rooftop gardens or paint roofs white. Some cities are already doing this. It's only going to get worse. :(
