100%. Here's why a mentally declining Biden is better than a mentally declining trump:

At his heart, Biden is a kind, competent person. Those are his personality traits which is why, even during his decline, he wasn't a total dick.

Trump, at his heart, is a criminal and a predator. This is what the world is geting now, because trump's always been bereft of anything admirable.

and Biden surrounded himself with capable and smart people who could and did influence him as is their role, meaning even in decline, he could make the correct decisions by listening to good advice.

Trump surrounds himself with hateful bigoted lunatics wanting to destroy the constitution and remake America as a white Christian ethno-state and who see Trump's increasing dementia and willingness to break laws as the way they can get that.

Biden had qualified and experienced people in his administration.Trump has an administration peopled by Fox Gnus talking heads.Biden's people could stand up to him and present counter arguments. Trump has a terrible temper and enjoys abusing people.
