When Iran drew their plan up on the board, Hamas was supposed to fire their 80,000 rockets at Israel while Hezbollah was shooting their 150,000+ rockets at Israel, thereby overwhelming the Iron Dome. Luckily for Israel, the US sent two carrier task forces to the west coast of Lebanon to put a cramp in Hezbollah's style.
So, whether Iran was partially adhering to the non-nuclear part of the bargain, the JCPOA was HELPING Iran to get nukes, just "not for another few years."
Given the number of drones, hypersonic missiles, subs, ballistic missiles, anti-air defences and radar installations, fast-attack-craft-borne anti-ship missiles, etc, that Iran had at the beginning of this war, would it still have been possible for Israel and the US to bring Iran to heel 3 years from now?
The JCPOA was just a cute, safe framework from which Iran could work to increase their conventional military assets to the point where they would become too tough of a nut to crack, while they were working on upgrading their nuke-carrying BM/IRBM/ICBM capacity, in advance of their nuclear weapons program.
