If Iran’s “forces have been rendered inoperative” how is Iran firing missiles into its neighbors and still controlling the Straits?

I don't believe that they are. I believe that we are not privy to the true and complete situation. If harm could come to the B-2s, they would be held back until all threats are removed.

Yup.

If Iran's forces are now "inoperative" then what functionality or actions were they doing prior that they can no longer do?

Because, as you pointed out, Iran is clearly doing things now (operating) in a way they were not before the bombing thus demonstrating an increase in operations post these bombings.

Yup, exactly that.

Even with the massive increase in Military budget KegsBreath is now asking Congress for to fund this war, they have left a ton out to hide the true cost, such as building back the weapons stockpiles the US is not expending.

Trump needs this massive new tax on American citizens (tariffs) to fund his new horribly expensive Forever War that is serving once again, and as always, as these wars are intended to which is to rob taxpayers to make the NeoCon Industrial Military Complex very rich.

Iran isn’t firing missiles into its neighbors? Iran isn’t controlling the Straits?

And who is purposely withholding the “true and complete situation?”
