The only country the accord required to withdraw armed forces and dismantle their bases was the United States.

Other that your plagiarizing Wiki, it shows one aspect of exactly what I stated: Nixon wanted to get the US out of the war. Vietnamization did not accomplish that on its own. Nixon had to find a way to bring N. Vietnam to the negotiating table on his terms and that was bombing and then the mining of major harbors in N. Vietnam, particularly Haiphong. That ended Soviet shipping of war material to N. Vietnam for fear of hitting sea mines the US laid. With their munitions and arms running out and bombing continuing non-stop, N. Vietnam agreed to a peace treaty.

The N. Vietnamese waited for the US to fully withdraw, and for their own military to be restocked with material and munitions. They then invaded the South. Their first invasion was stopped cold. Their second succeeded because the Democrat led congress refused to honor the terms of the peace treaty and supply S. Vietnam with replacement arms and munitions Nixon asked them for.

The simplistic Wiki version doesn't cover this well, but that's kind of to be expected.
