There has always been immigration into the United States, you are trying to create causation where there is no evidence of it. Measles can come from visitors, Americans who travel outside the States, legal immigrants, Green card holders, people with work or education visas, or undocumented immigrants. I am not virologist, but I suspect it could come in due to trade, goods coming into the USA, or ship workers bringing the goods to the USA.
