Unfortunately a citizens arrest is fraught with peril. YOU, as a civilian, are REQUIRED to know the law. Perform a citizens arrest without actual legal justification and YOU are going to jail for kidnapping and unlawful restraint

it varies from state to state. Texas law gives some power to civilians to arrest a person in the active commission of a felony.

governments ONLY function is to safeguard the rights of it's people. It is not required, nor obligated, to protect the citizenry.
