And there were private racial covenants in many areas restricting black buyers as well as government lenders incorporating racial restrictions.I am not an expert on this subject but I think the racism story is over sold. The truth is that blacks and PR's generally had lower paying factory jobs and did not have the financial ability to live in the suburbs, nor did they have any desire as they liked the communal life of the cities.

The flip side is what you're arguing. That history, and the discrimination inherent in it, really don't matter. That black people were too poor and didn't want to live in nice neighborhoods anyway, they didn't care about education etc. That gets close to a pretty ugly argument.
Reality is somewhere in the middle. Past discrimination absolutely has played a role in what we see today. At the same time, so have many other things that can't just be blamed on racism.
