Because there are objective things we can know about human well-being, suffering, etc. So, no matter how you slice it, female genital mutilation is not moral because of what the act does to the female, unless you actually believe the cutting out parts of female genitalia is beneficial to the growth, development and well being of 13 year old girls. If you actually believe that, then you shouldn't be taken seriously.

When democracy was restored in Athens, Socrates was in trouble because he was critical of democracy, he had expressed admiration for Sparta's government and laws, and some of his students were collaborators with the Spartan enemy. I know of women who believe the practice is crucial to preventing precious daughters from becoming whores. For FGM to be universally immoral, you have to talk to those women first. Until then, you don't have universal agreement that there is even harm.
