While the Constitution does direct the government to protect those rights, it does not protect them outright, but only indirectly. For the govt to PROTECT those rights not grant them. Read
The purpose of any constitution (including the Constitution of the United States) is to declare and describe a government, give it limited powers (it has no other except that granted by that constitution), how it is organized, and what kind of laws it may or may not pass. That constitution ONLY applies to that government so created, or to the States themselves, which created it.
Only the owners of that constitution have the authority to create it, modify it, or delete it (and thus dissolve that government).
The owners of the Constitution of the United States are the States of the Union.
Each State also has a constitution, owned by the people of that State.
Government by law (a constitution) is called a republic.
The former States of California and New York have left the Union, abandoning their constitutions and forming their own forms of government.
The current form of government in the SDTC is Dictatorship (The Socialist Dictatorship of the Territory of California).
The current form of government in the SOTNY is Oligarhy (The Socialist Oligarchy of the Territory of New York).
A constitution is best thought of as a contract between the owners and the government so created by that constitution.
The owners may delete that constitution and thus dissolve the government it created.
The government may go rogue and ignore the constitution that created it. In this case, the contract is nullified, and the owners are free to take action against such a rogue government.
