As a law enforcement officer, he has authority to detain someone who is interfering in a law enforcement operation. Or, are you, asininely, trying to say the ICE officers have no legal authority to arrest someone physically interfering with their operations and just have to stand there and take it?

Goode could stand on the sidewalk and protest ICE there all she wanted. But when she used her vehicle to block the ICE officer's vehicle(s) from leaving the scene, she stepped into now interfering with a law enforcement operation. It isn't for her to decide if that operation is just, legal, or whatever. She was interfering with it.

Techincally it could be both obstruction and/or failure to obey a lawful order of a law enforcer DEPENDENT how well the agent could articulate the case and whether the recorded evidence backed up his written report. All of which is problematic the way it unfolded. At least that which was made available to the public. Which included multiple angles from civilian cameras recording at the scene, and third party civilian worked combined angles which detailed a three dimensional break down of the moment to moment details.

What Good's attorneys will present of that nature will be professionally done and even better at making any points they desire to communicate about the unfolding events of the timeline leading up and though the shooting.

All of which the public will likely, eventually, get to see.

She illegally parked her vehicle blocking traffic and keeping the officers from leaving. That's why the pickup truck stopped and the officers exited to confront her. She was physically interfering with their operations.
