Ok, I think it is a slur to call someone retarded. It used to be a common description of anyone mentally challenged, but is not anymore.

Ok, I personally that is confusing the issue, the only reason the word is wrong is because of what it means when calling someone by it. THe word or the combination of the letters is not wrong in and of itself.
