By definition if you have handled it in different ways for 2 decades it is not an 'imminent threat' that requires immediate action.

If you want to end any threat by Iran to the US over the last few decades just remove all US troops from the region and stay out of any direct conflict. If the US wants to support Israel or Saudi to fight them just do so the same way the US has given limited support to Ukraine to fight Russia without exposing Americans.
