Yes, his ideological outlook is fascist. But he doesn't require a fascist structure of government to enable his behavior.
The congress has completely abdicated its authority and ceded huge amounts of its power to the executive branch, mutilating the vision of governance our founders created, as flawed as they are.
Trump also doesnt need fascist government because he has zero opposition within his party and the political opposition has no power.
I will say however that trump and the republican party are openly fascist.
1. They support enforcement of social dynamics with state authority.
2. They are hostile to democratic governance, instead opting to rule by edict - executive order.
3. They are opposed to internationalism, are violently anticommunist, and agitate on racial lines.
4. They are hypermilitaristic, and an open personality cult.

The constitution gives enforcement of immigration to the federal government. States and cities are not required to aid rhe federal government.
