You just have to accept that them trying to showcase how easy it is to cheat the system and getting caught and charged, does not prove the system works and in fact proves how ripe with easy fraud it is. Thus if magats try a hundred times and fail and get charged one hundred times that is just more evidence to Terry about the failures and weakness of the system.

Guessing it is State law as almost the laws governing how the elections are administrated are. The feds laws on elections are the big broad ones setting boundaries for the states.
