Very unlikely turnout will be that high. It is socially unacceptable not to say you will vote.

Past turnout is a much better indicator.

In 2012 college student turnout was 45.1%. In 2016 it was 48.3%. To think turnout will go from 48% to even 60% is very unrealistic.
