Stripping away the nonsense from message board warriors, politicians, and many who profit from the health insurance industry....the issue is simple.
You cannot demand that insurers cover pre existing conditions, 26 year olds, a plethora of preventive procedures at no additional OOP, and have a maximum OOP/year without compensating them for these new costs.
In exchange for the demands above, the Feds guaranteed insurers financial aid in the event that claims became overwhelming. The cost sharing, and risk corridor programs were set up to do just that.
House Republicans de funded the RC program in '14, causing 13 non profit insurers to go out of business. Further, it caused numerous insurers to flee the individual markets in the exchanges.
So getting ACA stabilized is simple. Just put back the guarantees the Feds made to insurers until a viable plan is devised. Any plan must first deal with the insane profits in the pharma industry.
The current 42 member bi partisan group in Washington who chose to actually do their jobs, called for a continuation of the cost sharing payments to insurers. This, despite trump's claim to stop funding in order to cause ACA to implode.
Notwithstanding trump's claims that 'it won't be my fault' when he destroys health insurance in this country.....the Feds currently owe millions to the insurers. The first order of business should be to make good on that promise.
