Maybe so, but once Gaddafi was toppled they should have seen it through, not leave the country in a total shambles. Ghaddafi deliberately had a weak national army because he feared a coup, his personal guard all did a runner when he died.

Gaddafi's police and military were all foreign African mercenaries. He didn't trust the tribes and they hated him.
