You cannot sell part of an EBT card, so saying to keep some of your food stamps for Thanksgiving makes no sense. As for selling the entire EBT card, the seller can just report it stolen and cancel it. Buying it makes no sense.

The only place it makes sense is with Mormon breakaway cults, where the store is owned by the cult, and the people feel dependent on the cult.

What those that want cash for the EBT card money do is "buy" some item, like a bag of potato chips, at a "convivence" store or other small store that takes EBT. The item is charged as, variously, $20 to $40 when it's worth like maybe $2. The store owner then gives the person with the EBT card $10 to $20 in cash that they can buy liquor, drugs, cigarettes, etc., with.

One of the wife's friends installs the EBT readers back East part time--she'll fly back for like a month or two--as a gig job. She sees this arrangement all the time there. It's likely a scam run nationwide. The ghetto / barrio and homeless scum all know exactly where they can get cash for EBT transactions.

But I am guessing you are giving a price for stolen/surplussed MRE's. The government spends $15 for one, it gets stolen, and sold to you for $3. If the government buys it for $3, it cost them $15 to buy it the first time, and then $3 the second time, for a final cost of $18.

With domestic logistics included, last year an MRE cost the US Government between $12.50 to $15.75. This year they are having to pay far more, because the old contracts would have driven everyone out of business. Prices have gone up by more than 50%.

So if we assume that prices are $20 for each, and three meals a day, that is $60 per soldier. Average snap benefits per day is $6.21. So MRE's are about 10 times more expensive.

Next you will ask why do poor people take busses when the Army could fly them around in helicopters... It would not save money.

They sell them off and on in the commissary. You can buy a case of 10 for about $50 to $60 there if they have them.

 
Wrong! It is the half inch thick pile of paperwork that comes with the package. The UK bureaucracy is insane. That is all on the UK. Getting something from France is far easier. With the Germans, they are very efficient but slow. It can take 5 to 8 weeks to get something through their customs system for export. In fact, the paperwork usually shows up weeks before the package.
Countries do not require much paperwork or any duties on most exports. It is imports that require huge amounts of both. You are importing into the USA, and therefore it is the USA causing you trouble.

Items under $800 used to be considered diminutive, and require almost no paperwork, and no taxes. trump has changed that, and required people like you to pay taxes. The importing companies might not trust you, and will not know how much the taxes are for months, so are delaying imports.

Do not blame the UK for trump's tariffs.

I ship products all over the world. Shipping something from the United States TO the UK is far more complicated and expensive then shipping anything FROM the UK to the United States.

Yeah, that is an easy one to catch. There are complete records of what was bought, and for how much. Back during the 1990's they arrested a lot of people on that, but most criminals have moved on from that.
 
Nope. It's the UK. The current tariff the United States imposes on UK imports is 10%, and there is very little paperwork. All the rest is UK nonsense bureaucracy.
Different ports have different ways of interpreting the current tariffs on UK imports. The paperwork is insane, especially because it often has to be resubmitted many times.

There are no tariffs on exports, either in the USA or in the UK. There is almost no paperwork on exports. There are some restriction on military technology, and on historic items. None of that applies here.

The UK taxes items when they are created, stored, shipped, or exported. Oh...and paperwork required the whole way.
