Every State does have it's own army. It's called the militia. No, the militia is not the National Guard. Washington's militia currently has 75 members. The governor has authority to expand this army anytime he wants to.

States implement the emergency services that FEMA money pays for. FEMA does nothing for itself.
States implement their own agencies for testing food grown in their State and for drugs used in their State, including licensing pharmacies.
States maintain their own health boards, licensing doctors and tracking diseases within their State.
Most of DHS, such as the TSA, is unconstitutional.
The federal government is printing their own money. It has no commodity backing. It's only a matter of time before people lose faith in that money and switch to another form of currency. There is nothing the federal government can do to prevent it.
