Political, social, etc. They are violent criminals who are looking for an excuse to be violent criminals. There were Nazis who had nothing against the Jews. They wanted to kill people. If their society allowed them to kill left handed people, they would have put the left handed people into the concentration camps. Their society allowed them to kill Jews, so after the Jews they went.
Do illegal immigrants only commit crimes in sanctuary cities? Illegal immigrants are most likely to commit crimes against other illegal immigrants, so wouldn't sanctuary cities protect the victim in order to testify against the criminal?
Right now in Florida, illegal and legal immigrant victims are terrified of the police, which gives the criminals cart blanche to commit crimes, as long as they target immigrants.
Giving a pardon to someone who is innocent, but goes on to commit a crime, is not a failure. Or more accurately, the first conviction could be the failures, not the pardon. Going to prison could have caused a person that was not a criminal to become a criminal.
