This is historically illiterate.

China has been in conflict / war since 1979

The Sino-Vietnamese border conflict stretched from 1979 to 1991. Both sides committed hundreds of thousands of troops to it and casualties ran into the tens of thousands.
There's the ongoing Taiwan straight conflict that's been going since about 1995 and has intensified again as of late.
China also has a presence in the Middle East now in the various wars against terrorist groups, and is poised to invade Afghanistan after the US pulls out completely.
China has an ongoing conflict with many of the nations bordering the S. China Sea too over their building bases on every shoal, reef, or miniscule island they can plant a flag on. That isn't getting cheap or less hostile.

So, Carter is full of shit--as usual.

Oh, I'd add that China is spending big on their military to bring it up to Western / US levels of technology and capability. They'll soon be the only other nation fielding full size large carriers like the US has.

Wars may be costly, but building a huge military can equally be so...

There is also the huge potential for a border war between India and China.

China, India Move Tens of Thousands of Troops to the Border in Largest Buildup in Decades

Oh, and the UK has two full size aircraft carriers!

Go down to Haight-Ashbury with all the other peace no matter what bozos join hands sing Kumbaya, and see how that works. Perhaps you can go to the West Bank hug the Palestinians, when they see your love I'm sure the Arab world will stop all the killing.

You remind me of the pussies in the 50s who preached "Better Red than Dead".

Funny the Islamic (MENA) countries only got more volatile with the further arrival of Western intervention.

Yes, they and the French both have smaller carriers with smaller air wings. The Chinese with the Type 03 are going for a full-size roughly 100,000 ton carrier with an air wing comparable in size and capacity to a US carrier.

There is no way to leave a war neatly. It is always a mess. I guess that means once you start, you can never leave.
Over 2 trillion spent, 2500 Americans killed, UN troops killed too. Many thousands of Afghani civilians were killed and wounded with little hospitalization available. How many more enemies did we create? The country's infrastructure has been blown up.
Now they will face what we left behind. They will never forgive us.

What do think the women and children face then, shit for brains?

You're comparing domestic border disputes with full-on foreign wars and over a thousand overseas US military bases.

The Charles de Gaulle has a displacement of 42,000 tonnes, the Elizabeth class carriers have displacements of 72,000 tonnes.
