no one, more than China, has proven willing to control, censure and lock out technology they feel can threaten their regime. They have always shut out the more harmful aspects of Social Media, and gone after even their most powerful tech companies and their owners.

so i think, China more than almost any other government on this planet would be fearful of an AI developing they could not control, could not keep their people from accessing and that could spur thoughts and conversations they could not direct or control.

So while i do not like China's way of trying to control thought, speech, technology, etc to that degree and i would never want to live under that, i do think it means, with regards to drafting some type of cooperative agreement on how to control future AI, China would be a reliable partner on that. Maybe moreso than the US would be.

As stated i think China has an intense fear of anything they cannot control so much so they may seek to limit AI even if the rest of the world pursues it, just as they have with other tech.

Whereas even with a normal more responsible US government i believe that US covert operations (CIA, ETC) will always be secretly in the Game of Function, AI Supremacy, race even if by sponsoring it under different names in foreign countries.

I simply do believe it is in the DNA of the US intelligence services to operate on 'trust the other Nations won't do it... so we don't need to'. The US will always want to have it even if only for defensive reasons.

China i think is the opposite. They would rather close their society than lose it to an AI who had too much control.

Thus why I think the US could cut a deal with China and trust it. But why I think China should not trust the US. Even when things are better and Trump is gone
