Carter was too squeaky clean. On the Democratic side, Clinton was next up for micro scrutiny of his life. And we all know that more has likely been said about that than is actually supported in verified fact.

So if the president's personal matters were off limits until then, there could have been others as bad or worse, however bad he was, before him.
