I don't KNOW 100%. I am USING LOGIC - if they did get into the data bases ( as we know) and they could not effect the counts ( as indicated) you do not have to be Sherlock Holmes to figure it out

Most of these system don't have proficient analysts to monitor their security at a high enough level to even KNOW they have been hacked


this has NOT been investigated by anyone with the Authority to see all the Information let alone study it

China did the same thing when it hacked to OMB personnel records.
None of which any of this means they hacked the counts
