Trump does not care about the populace. He cares about the resource wealth and how he thinks this big land grab, would make America look on the world map. Since they are not white, exploiting that land, even if at the great detriment of the indigenous will not be taken as seriously in America, as it would be if they were white and harmed in very visible ways.
He has been very clear about the latter. He likes how it looks on the world map, and he seems not to understand the distortions that maps make in portraying it. But having the 2nd largest land mass is something Trump believes would give him a mark in history that would be written into history books forever.
