There was an active plan to stop the counting of the votes which began in many States with attempts to disrupt that and then culminated in trying to force Pence to flee the Senate so the vote count would be suspended and not able to be completed within its Constitutionally required time frame.

The "Stop the Count" plan was not hidden, although in certain States where Trump was behind and was expected to have a chance of catching up when later district votes came in the magats crying 'stop the count' when told switched to 'count all votes'.
