Not exactly sure what you mean by that but if you do business in a country that uses tax payer to build roads, provide electricity and other infrastructure that you leverage to make that money, then, in fact you do owe society back (taxes) to pay for what you benefited from.

Musk really cannot avoid California. While a little less than half of SpaceX's staff works in California, they are the higher end staff, so the majority of the payroll is in California. On top of that, Musk spends very little time in the shack in Texas he claims to live in. Most of his time is spent in California, supposedly visiting.
