It can, bur by abandoning democracy. This is why this form of government is terrible. One one faction gains control, they keep it, and democracy collapses into an oligarchy or dictatorship.
Since a democracy has no constitution to limit what happens, this path is inevitable. It is also why there are currently no democracies on Earth.
