Socialism and Communism fail because they cannot generate the sort of productivity and wealth to sustain an economy. Instead, they consume wealth until there's none left.

Sounds like socialism, they are not saying they want to own the entire economy, they are saying they want the government to take over some elements of the economy. Note those elements of the economy are already highly regulated by the government, and in no way or pure capitalist system systems.
