You forgot things like the govt making a deliberate decision to use the tax code to allow the richest people to avoid paying a penny of income tax by simply defining away borrowing against assets as not income when they could have just easily defined it as income via a simple test.

Historically the govt would shut down such obvious work arounds to paying a penny of income tax and not be the one enabling it.
