The dog abuse stories, just like all other RW claims these days, are lies.

Beagles were used for HIV/AIDS research. They were handled according to standards set by the appropriate agencies for the humane treatment of those animals.

The Tunisia experiment, they were given the vaccine and allowed to roam, not with their heads in slots and allowed to be eaten.

Try to think of it as Faucci cutting off your typing fingers. We would all be better off for it but it is a terribly cruel thing to do even to an alt-leftie.
