DC may not be, but Minneapolis is, as is New York or Los Angeles, where Dump has failed to flex his authoritarian agenda. You should also know that under the Home Rule Act of 1973, Dump can appoint the District's judges. Right wing think tanks like the Heritage Foundation will argue that Dump has Constitutional rights to do whatever to DC. That would be for the district courts and SCOTUS to eventually decide. Given their capitulation record to Dump, things may not go well for DC. But impeaching a governor is a hell of a stretch, even for this crowd. Time will tell.
 
It doesn't go to court. The state House passes the bill, the Senate tries the case. Of course, if this were Trump, you'd have already declared him guilty and demanded an execution.
