If the GOP started shifting under TR, it didn't last, because it was conservative again within a decade of his leaving office. Meaning, all of the good work of preserving the union, abolishing slavery, liberalizing the economy, reforming the civil service, strengthening the military (which did include beefing-up the Navy, which was a TR project before he became president), defeating bimetallism, etc., were all accomplished before the progressive wing ever got power within the party.
