GAO releases finding: TRUMP broke the law withholding Ukrain funds

Parnas: Trump threatened to withhold more than just military aid to Ukraine

Rudy Giuliani’s associate Lev Parnas alleged in an interview Wednesday that President Trump threatened to withhold more than just military aid from Ukraine.

Parnas unleashed a slew of new accusations against the president, including that he, as a representative of Trump, gave Ukrainian officials a “very harsh message” that the U.S. would cut off all aid to the country if it did not announce an investigation into former Vice President Joe Biden and his son Hunter Biden.

“The message was it wasn’t just military aid. It was all aid,” he told MSNBC’s Rachel Maddow. “Basically, the relationship would be sour. We would stop giving them any kind of aid.”

Really? Where does it say that in the law? Since the funds were released weeks before the deadline there is nothing wrong.

My understanding is that Congress mandated the Whitehouse to vet foreign aid packages before releasing the money. That is what they were doing.

Did they site the law or statute that was violated?

At issue is a federal law known as the Impoundment Control Act, which requires executive agencies to spend money that Congress has appropriated. The GAO report concludes that the OMB “withheld funds for a policy reason,” which is not a legal reason to do so.

“Faithful execution of the law does not permit the President to substitute his own policy priorities for those that Congress has enacted into law. OMB withheld funds for a policy reason, which is not permitted under the Impoundment Control Act (ICA)” the GAO said.

Trump and his associates attempted to use the delay in military funds to coerce Ukraine’s president into issuing a public statement that his country was “investigating” former Vice President Joe Biden’s family — a scheme that has formed the basis of his impeachment.

The GAO finds multpile things wrong with each admin including obamas and the only thing that happens is administrative processes are changed.

Law does NOT say they have to be dispersed immediately, says they have to be dispersed “by the end of the fiscal year. They were so this GAO announcements is pure partisan drivel without a shred of fact to it.

An Obama appointee made this decision. The OMB says they are wrong. Says delays in disbursements are normal in these situation.
 
Where in the Congressional Budget is there a date set to disperse funds to the Ukraine?

The agency offered an opinion. It does not have the force of law and is based on a premise shown to be false numerous times. Reading the mind of President Trump is certainly not within their purview. Nothing illegal was done in regards to funds to Ukraine. Spin it all they like their opinion does not amount to a hill of shit in real life application.

Even then, as of mid-December 2019, Ukraine still had not received the entire amount approved.
