In some of those states the stopped voting because they ran out of ballots and were waiting for more to arrive. In Detroit, for example, the votes are not counted in the precincts but at one central location. They had to wait for ballots to arrive from the precincts (so called "vote dumps).
The official responses were made by the states in great detail in the briefs filed in response to the lawsuits filed against the states. That is the best place to get the real explanation--not a YouTube video.

This is why Michael Cohen was convicted. It violated campaign finance laws because it was an attempt to influence an election but the money was not reported. Trump knew about it because he repaid Cohen for the payment.
