I’m more inclined to think the Russians intended to sew discord and they were marvelously successful at it. It doesn’t make a lot of sense that they would put their resources into stopping Trump when it appeared Hillary was a shoe in.

Your assumption is the Kremlin [to whatever extent they were involved] was pulling for one side over the other. The evidence points more toward simply sewing discord.

Your theory is that Russian intel was behind this, but they had no particular end in view, they just wanted to sow discord.
They could have sown a lot more discord if they had leaked similar disinformation about Hillary, in line with the rest of their cyber subversion. But they didn't think of it, eh?
The alternative to this convoluted theory is that Russian intel was not behind it. Steele was drawing on his own long-established sources. They might still have been misleading him for whatever reason - something he considered and rejected.
