"Scientists" found something for the first time and then blamed human activity for it. Politicians and those same "scientists" proposed bans on human activities to fix the problem promising a solution in X number of years. The alternative was given as the death of humanity, destruction of civilization, etc.

Panic ensued and a ban was enacted. Now, more than X number of years has passed and none of the claims of those "scientists" have played out.

Yes. The ozone 'hole' appears at both poles during the winter of that pole.

Ozone is created by the action of UVB sunlight on oxygen. At the pole, during that pole's winter, there is no sunlight.
Ozone is an unstable molecule and reverts back to oxygen on its own. Also, UVC sunlight destroys ozone, converting it back to oxygen.

The creation of ozone (an endothermic reaction) and the destruction of ozone at higher altitude is what causes the temperature inversion in the stratosphere.

This is also known as the Chapman cycle.

You can make ozone by taking oxygen and shoving energy into it. It doesn't matter how. Lightning, friction, internal combustion engine, sunlight, etc.
Ozone naturally dissipates back into oxygen. Like I said, it's an unstable molecule.

The ozone layer dissipates each night, and is built up each day.

The characteristic 'fresh rain' smell you get from an approaching storm is ozone, washed out of the cloud by the downdrafts in the storm.

Most UVB light is absorbed by the production of ozone. Some still reaches the surface of Earth.
All UVC light is absorbed by the destruction of ozone. None of it reaches the surface of Earth (fortunately!).
UVA light has no real affect on ozone production or destruction, and most of it reaches the surface of Earth.
UVA light is what insects use to locate their food source, particularly for bees, ants, and some flies.
UVA light is also visible to some birds.

A few people have extended color range into part of the UVA spectrum. I happen to be one of them.

UVA light is the lowest frequency band of UV light, and causes people to tan.
UVB light is the middle frequency band of UV light, and it's higher energy causes people to sunburn.
The most dangerous time to be out in the sun for sensitive skinned people is the morning, before the ozone layer is built up enough to sufficiently block it. Sunburn takes a few hours to form, so most people mistakenly attribute it to the afternoon sun, but the damaged occurred in the morning.

Snow, bright sand, and water can intensify reflected UVB rays, just as they do visible light.

UVC light is the highest frequency band (and the most energy). It is extremely dangerous light, causing tissue destruction. Artificial sources include all forms of arc welding (you should wear proper gear to protect your skin and eyes!).

As with any light, the inverse square law of exposure from the point of source works. For every unit of distance, your exposure goes down by the square of the distance. This allows you to watch an arc welder from a distance without protective gear without ill effect.

The panic was induced by DuPont Inc. They were losing the patent on R12 refrigerant and used the newly discovered ozone 'hole' as the excuse to ban R12 and require a switch to R134a.

Now the R134a patent is expiring, and DuPont is trying to induce panic again, this time blaming R134a as a 'greenhouse gas'.

...and government was stupid enough to believe it.
 
Not to mention creating massive amounts of VOC pollution in the process. These VOC's are actual pollution that has very serious health consequences.
