The history of the Colorado River system is one of high flow and very low flows. It is a very inconsistent and wild river. That's why the dam system was built, to regulate flow to something sensible.

Unfortunately, overuse of the water has lowered reservoirs to the point of dead pool (inability to product power at the dam).

The River Compact is expiring at the end of this year. New allocations are going to go into effect, and much less water is going to be allocated.

The Yellowstone river is part of the Colorado river system.
