This is such a tired question. Its like being in a barroom and asking who is the best quarterback of all time. Its merely an opinion and you know what they say about opinions
 
I rate Trump about middle of the pack. Not great but not terrible.
Biden? Bottom tier.
Obama? Middle of the pack. Nothing special there.
Carter? Bottom tier. Great person, terrible President.
Clinton? Upper end of middle tier. Terrible person but not that bad as a President.
