She was a negligent and distracted driver and that negligence killed a schoolmate, a popular boy whom she had dated the year before, of that there can be no doubt.
It has never been proved that she was not drinking that fateful November night. No tests were done on Miss Welch but it was established fact that she and her girlfriend were on their way to a party at a drive-in in Midland Texas, where under aged drinking was known to have occurred.
Her father, Harold Welch, was a wealthy real estate developer in the Midland area and his influence certainly had some bearing on the forgoing of of a sobriety test on the, self admitted reckless 17 year old, which was standard procedure in Midland County for all fatal or serious car accidents.
We will never know for sure due to the lack of a sobriety test, but it remains likely that Dubya did marry a murderer.
At the time of their marriage Dubya had his own drinking problems, so he probably sympathized with Laura's drunken experiences.

Anyway what does 'American boys' have to do with it? The funding was pulled in 1975 after the GIs went home and the South Vietnamese left to soldier on.
